ZAPE | Mais de 120 lojas fecharam as portas após fim dos casinos-satélite
Após quatro meses desde o encerramento dos casinos-satélites, mais de 120 lojas na Zona de Aterros do Porto Exterior (ZAPE) fecharam as portas. Os dados forma compilados pela Associação Industrial e Comercial da ZAPE, e citados pelo Canal Macau, significando a perda de 22 por cento de todos os estabelecimentos comerciais naquela zona da cidade.
“Temos agora mais de 580 lojas na ZAPE e a taxa de desocupação chegou aos 22 por cento. É um número bastante elevado. Se a taxa de desocupação continuar a subir vai enfraquecer a confiança dos comerciantes desta zona, assim como criar uma grande pressão mental e um peso nos ombros dos proprietários das lojas da zona”, afirmou Wu Kam Hon, presidente do Conselho Fiscal da associação, em declarações à TDM.
Face à onda de encerramentos, a associação espera apoios do Governo para apoiar a reconversão da zona comercial, uma vez que o problema não é entendido como tendo uma resolução rápida. Wu Kam Hon explicou que para se desenvolver a economia nocturna naquele local é necessário um prazo de dois a três anos.
Com este objectivo, Wu Kam Hon defende a criação de esplanadas na ZAPE por parte dos vários negócios, para criar “uma característica única na restauração da zona”.

The Chairman and Managing Director of Macau’s Paradise Entertainment Ltd says the company is pivoting to new business lines and enhancing its focus on innovation in the EGM space following the cessation of the city’s satellite casino industry late last year.
Jay Chun outlines the group’s priorities in comments accompanying its Annual Report on Monday. While acknowledging that the loss of its management contract for Casino Kam Pek Paradise, which ceased operations on 1 December 2025, had a negative impact on the group, Chun said Paradise has adapted quickly – including the recent launch of a new casino advisory business.
“Since then, the Group has successfully partnered with another Macau gaming concessionaire to offer professional advisory and other services at a casino in Macau operated by the concessionaire, with effect from 2 December 2025,” Chun explained.
“The positive feedback we have received since the launch of this new service has further solidified the Group’s reputation and demonstrated our capability to deliver exceptional tailor-made services to casino operators.”
Paradise is also looking to further expand its reach via supplier arm LT Game, with Chun confirming it is exploring overseas markets including the Philippines, Vietnam, Cambodia, Sri Lanka and Malaysia.
“The growing recognition and demand from casino operators worldwide for our ETG machines and slot machines serve as a strong endorsement of the Group’s innovation and technological capabilities,” Chun said.
“The opening of our new office and showroom in Manila, the Philippines, in 2025 not only enhances our local presence, but also underscores our commitment to providing tailored sales and technical support in the region. Furthermore, the official launch of our new production line in Macau in April 2025 – the only facility in the city dedicated to manufacturing gaming equipment – has bolstered our sales and technical support capabilities by ensuring fast delivery and exceptional quality control for our electronic gaming machines, effectively meeting rising demand in both Macau and international markets.”
According to Chun, Paradise will focus on “innovation, market expansion and operational efficiency,” in the short-term, with the aim of introducing new services and gaming products for both existing and new customers

Macao’s satellite casino closures trigger sharp drop in surrounding property values

- While the overall impact on Macao’s gaming sector remains negligible, retail businesses reliant on casino footfall face an uncertain future as leases expire
The discontinuation of Macao’s satellite casinos has resulted in substantial decreases in the value of properties that previously accommodated these gaming venues. Estimates cited in local and gaming media suggest that prices have fallen by between 30 percent and 60 percent.
Property firm Savills noted that the satellite casino closures have directly impacted both the properties themselves and the adjacent retail zones, particularly within the ZAPE district. Franco Liu, managing director of Savills in Macao, was quoted as saying that the magnitude of the fall in value varies, depending on the value that gambling activities had contributed to a given property.
The consultancy’s analysis indicates that properties associated with the most successful satellite casinos have endured the steepest devaluation. Conversely, properties connected to less profitable casinos generally recorded smaller, yet still significant, drops.

Savills also discovered a corresponding effect on nearby commercial spaces. Rents and prices for surrounding shops have fallen by up to 50 percent from their peak. Retailers with a strong link to gambling, such as jewellery and pawn shops, have seen the sharpest downturns, while essential businesses like pharmacies and supermarkets have been relatively less affected.
Casino-dependent merchants are unlikely to maintain previous rental agreements when their leases are up for renewal, according to Savills. Some are predicted to close, while others may seek lower rents, scale down their businesses, or shift towards retail focused on daily needs as the demand driven by the gaming sector recedes.
Billy Song, president of the Macao Responsible Gaming Association, shared this view. “Since the satellite casinos ceased operations, foot traffic in those areas has clearly declined,” Song told Asia Gaming Brief. “Hotels and restaurants located in the same buildings are still operating, but the overall flow of people is not what it once was.”

The Labour Affairs Bureau (DSAL) has dismissed allegations regarding the relocation of former satellite casino employees, calling them false rumors.
In a written response to an inquiry from the Times, the DSAL said that “as of 11:59 p.m. on Dec. 30, all satellite casino venues had ceased operations.”
Throughout this period, the DSAL said it had closely monitored the gaming concessionaires’ proper placement of local employees from satellite casino venues, continuously overseeing the process to facilitate a smooth transition and continued employment for affected staff. “To date, the transition process for local employees at satellite venues has proceeded smoothly,” it added.
“The DSAL has not received any reports or complaints regarding related labor disputes or false employment relationships. The situation mentioned in your inquiry is purely a false rumor and not factual.”
In its inquiry, the Times cited several online conversations and posts alleging that mishaps occurred during the relocation and reemployment of affected satellite casino employees, including claims that some were offered positions they knew were temporary by mutual agreement, as they would soon be dismissed, while others were being “falsely promoted” to make way for additional non-resident labor quotas.
In some of these conversations, it was also alleged that several local employees in other positions were being dismissed to integrate staff from satellite casinos, among other claims.
In response, the DSAL said that all these situations were fabricated and false and that the bureau would “strictly follow up on any illegal activities such as false recruitment, providing inaccurate employment information, forging employment relationships or documents with local residents, or making false statements.”
The DSAL also remarked that “it will pursue the legal responsibilities of employers or employees as required by law and, through random inspections and visits, monitor corporate hiring practices to safeguard the priority employment rights of local employees.”
The bureau further called on members of the public with specific information or cases to come forward and report them to the labor authorities, noting that “if criminal offenses are involved, the matter will be referred to law enforcement authorities for follow-up.”
Regarding calls from several lawmakers and groups for additional restrictions on the import of non-resident workers – particularly in sectors such as hospitality, finance, and banking –the DSAL said it “will continue to refine the approval system for non-resident workers to better regulate their numbers dynamically.”

O processo de encerramento dos casinos-satélite decorreu de “forma fluída”, tendo sido já “alocados para novos postos de trabalho” entre 3.000 e 4.000 funcionários, de um total de quase seis mil, segundo referiu o Chefe do Executivo. Sam Hou Fai disse que “até agora não foram recebidas reclamações”. Enquanto isto, o Secretário para a Economia e Finanças salientou que as zonas circundantes dos casinos-satélite estão a ser alvo de melhorias. Relativamente aos jogadores estrangeiros nos casinos, Tai Kin Ip disse que “ainda não há dados”, considerando que essas informações têm de ser tratadas “de uma forma muito prudente”

Emperor’s satellite casino ceased operations on 30 October as part of citywide restructuring of satellite venues. Under current rules, all satellite operations must either close or be integrated into their respective concessionaires by the end of December.
Looking ahead, the company said it was “actively planning other entertainment and amusement facilities” to broaden the Grand Emperor Hotel’s future revenue base. It noted that it remained “optimistic” about Macao’s tourism potential – citing government policies and expanding global transport links – and said it would “continue enhancing its service offerings to capture the business opportunities.
