Macau police warn of new crime threats as 35 investigators appointed

Macau’s police warned Friday of mounting challenges to the city’s stability as 35 new chief criminal investigators were sworn in, citing the growing complexity of cross-border crime and the fast evolution of criminal tactics.

Judiciary Police director Sit Chong Meng said the city “remains generally stable” but stressed that officers must adapt quickly to safeguard public security.

“We face new challenges that could disrupt this balance,” Sit told the appointment ceremony. “The task of safeguarding national security and ensuring social stability is more crucial than ever.”

The new investigators have undergone extensive training and are expected to strengthen the force’s ability to respond to emerging threats, officials said.

Authorities have pledged to step up policing strategies to preserve social order and maintain Macau’s image as a safe city.

Macau recorded 1,139 gaming-related criminal investigation cases during the first half of 2025, a significant increase of 456 cases or 66.8 percent compared with the corresponding period last year.

Fraud continued to be the most reported gaming-related crime, with 297 cases or 26.1 percent of total crimes for the period

The increase was primarily caused by illicit money activity criminalized under the city’s new anti-illegal gambling ordinance implemented in October 2024.

The wider statutory coverage has broadened the definition of gaming offenses, while the police has also intensified enforcement and extended cross-border cooperation to target criminal organizations.

The appointments also come ahead of a broader government reshuffle, which also involved the security field.

Secretary for Security Wong Sio Chak will move to the post of Secretary for Administration and Justice, with Prosecutor General Chan Tsz King set to replace him as security chief.

Tong Hio Fong, president of the Court of Second Instance, will in turn become the new Prosecutor General.

The newly appointed Secretary of Security stated recently that he would optimize staff training, increase the effectiveness of law enforcement, and implement a “new police work model” to contribute to the well-being of the population.

At a press conference on the sidelines of China’s National Day reception at the China-Portuguese-Speaking Countries Cooperation Platform Complex, Chan outlined that issues related to national security are a priority, as he said they were when he served as Prosecutor General.

“The work of the Public Prosecutor’s Office has a similar dimension to the security portfolio, because we all have to safeguard Macau’s security and combat illegal behavior,” he explained.

The city witnessed its first national security law arrest recently, after veteran democrat and ex-lawmaker Au Kam San was arrested on July 30 on allegations of having foreign ties that endanger national security.
