Macau tourism to hit 46.4 mln visitors by 2030 with non-gaming spending surge, study shows

Macau is projected to welcome as many as 46.43 million visitors annually by 2030, underpinned by a surge of nearly 30 percent in non-gaming expenditure, according to a government-commissioned study.

The Macau Government Tourism Office (MGTO) on Tuesday released the second-phase review of the Macau Tourism Industry Development Master Plan, a long-term blueprint first introduced in 2017 to guide the city’s tourism evolution over 15 years.

Following the first-phase review in 2021, the latest report, conducted by Deloitte Advisory Services, estimated that Macau will attract between 39.47 million and 46.43 million tourists in 2030, marking a 13 percent to 32.9 percent increase from 34.93 million visitors in 2024.

In the first eight months of 2025 alone, Macau recorded 26.9 million arrivals, a 15 percent year-on-year increase, according to official data. Should this momentum continue, annual visitation could hit a record 40.17 million this year.

The second-phase review also anticipated that overnight visitors will grow to between 18.22 million and 21.85 million by 2030, an 11.2 percent to 33.3 percent increase from the estimated 16.39 million in 2025. The average length of stay is expected to extend to 2.5 days by 2030, up from the current 2.3 days.

Visitor per capita spending is forecast to rise from MOP2,194 (US$273.73) in 2025 to MOP2,252–3,229 by 2030. Total non-gaming spend could climb by 10.4 percent to 29.9 percent, reaching MOP94.37 billion to MOP111 billion, compared to an estimated MOP85.47 billion in 2025.

Macau’s hotel room supply is also set to expand from about 45,000 rooms now to 52,849 rooms by 2030, the report noted.

Five key segments

Apart from the estimates, the second-phase review unveiled 20 new action plans, bringing the total under the master plan to 74 initiatives running through 2030.

These plans are grouped into six strategic areas: tourism products and experiences, quality tourism and collaboration, visitor market development, urban planning, smart technology, and regional and international cooperation.

“Macau will actively expand its overseas markets and attract potential visitor segments such as wedding, transit travellers, and Generation Z,” the review report said. “The goal is to encourage visitors to extend their length of stay and increase their spending in Macau.”

Based on global tourism development trends and changes in tourist product demand, five key market segments for Macau have also been identified: family fun groups, silver tourism, elite business travellers, individual pioneers, and specialty backpackers.

Individual pioneers are described as travellers who seek unique, niche attractions and personalised experiences, while specialty backpackers are typically budget- and time-conscious visitors who favour highly photogenic locations for social media sharing, the report indicated.

In the silver tourism segment, senior visitors prioritise cultural, wellness-focused, and high-quality experiences, particularly those that reflect local character and authenticity, it added.

“Given the needs of these market segments and the current supply of tourism products in Macau, future efforts should focus on optimising and supplementing tourism product offerings,” the report said. “This includes prioritising the development of large-scale IP-themed amusement parks, sports events, concerts/music festivals, and low-cost accommodations options.”

Tasks for gaming operators

The report also outlines expectations for Macau’s six gaming operators, or integrated resort enterprises, under their 10-year concessions that began in 2023, including further developing non-gaming offerings.

They should host regional and international sports events; stage global cultural and entertainment performances; launch IP-themed amusement projects within existing facilities; and collaborate with renowned intellectual properties for events and exhibitions.

Operators are also encouraged to attract international exhibitions, enhance waterfront and maritime tourism, and introduce wellness and medical tourism products, such as “premium health centre hotels,” the report said.

Their efforts should also focus on sustainability, including expanding electric vehicle charging infrastructure and transitioning passenger transport fleets to electric buses, it added.
