Hong Kong and Macau have signed an agreement to strengthen tourism cooperation with the island province of Hainan.
The agreement aims to generate mutual benefits through brand building, shared resources, marketing efforts, and talent exchange.
According to local media, a key collaboration involves a network of multi-stop routes connecting the three regions, forming what authorities term the “Golden Tourism Triangle.”
The partnership will leverage existing policies, including Hainan’s visa-free entry arrangements for travellers from 77 countries.
Under additional regulations, foreign tourists from countries with diplomatic ties to China are allowed entry to Hainan visa-free for up to 144 hours — provided they first arrive in Hong Kong or Macau and join a tour group.
Furthermore, foreign travellers from 54 countries can transit through China without a visa for up to 240 hours, as long as they are en route to a third country or region. This policy applies to 24 provinces and 60 designated ports across the Chinese mainland.
At the Boao Forum for Asia – held between 25 and 28 March – Hainan and Hong Kong authorities signed a memorandum to signal closer cooperation.
The underlying message is that “Hong Kong and Macau will provide what Hainan needs, while Hainan has what the two special administrative regions require.”

Hainan to start independent customs operations by end of 2025
Hainan is intensifying efforts to build itself into a free trade port (FTP), aiming to establish independent customs operations by the end of 2025, according to a government work report presented at the annual session of the Hainan Provincial People’s Congress, which opened on Tuesday.
This year Hainan plans to introduce key policies, including a catalog of taxable imported goods, a list of prohibited and restricted items for import and export and customs supervision regulations, the report stated.
According to Chi Fulin, head of the Hainan-based China Institute for Reform and Development, the independent customs operations will leverage the province’s strategic geographic location, strengthening its role as a key hub for economic and trade cooperation between China and other member countries of the Regional Comprehensive Economic Partnership (RCEP), and for the development of the China-ASEAN Free Trade Area.
China released a master plan in June 2020 to build Hainan into a globally influential, high-level free trade port by the middle of the century.
With the building of the Hainan FTP, the number of newly registered foreign trade companies in the province has surpassed 70,000 since June 2020, contributing significantly to the growth of Hainan’s foreign trade.
