One of the Hong Kong government’s top tourism advisers – the leisure and entertainment mogul Allan Zeman – says the city is lagging behind Macao when it comes to attractions.
His comments will come as a stark warning to a Hong Kong tourism industry struggling to find its post-pandemic direction, with long-haul markets remaining sluggish and the domestic market shifting from affluent mainland Chinese travellers to penny-pinching day-trippers.
In remarks published by the South China Morning Post over the weekend, Zeman said Macao has things “we don’t have” and praised the Macao government’s efforts to diversify away from gambling as a tourist draw.
“Macao is becoming an exciting city. Every week there’s new names coming, putting on shows, and it’s competition for us,” he said.
Zeman added: “The casinos earn a lot of money, so they can keep bringing out new things and reinventing themselves … Macao has suddenly become a very fun place to go to.” He said concessionaires were also “getting better and better” at staging entertainment.

Hong Kong has been Macau’s second-largest tourist market, and its players make a relevant contribution to its gross gaming revenue (GGR). An expert told AGB that an increasing trend of spending in mainland China by visitors from Hong Kong would likely have “few” impacts on Macau’s gaming revenue.
Speaking to AGB, Nelson Kot, the president of the Macau Comprehensive Social Research Association, stated that the reshaping consumer market in Hong Kong may influence the choice of Hong Kong visitors, but he doesn’t think this will have much impact on Macau’s gaming revenue thus far.
“Macau’s attractiveness varies depending on the type of tourists. Compared to mainland China, Macau might not be very appealing to family visitors. However, the GGR should not be affected because players from Hong Kong are typically either single or in couples,” he said.

With effect from May 6, a number of visa-policy easing measures take effect for mainlanders wanting to visit Macau.
They include the possibility of multiple entries between Macau and Hengqin for individuals from mainland China taking part in “Macau-Hengqin tour groups”, said on Sunday Macau’s Government Information Bureau, in press releases issued in Portuguese and Chinese.
Addtionally, residents from 20 big Chinese cities, including Beijing, Shanghai, Guangzhou and Shenzhen, can also now apply either for a Macau or Hong Kong visa entirely online, without having to visit the country’s Public Security offices.

The Chinese government may launch a multi-entry visa between Macau and Hengqin for Chinese tour groups as soon as next month, a source familiar with the matter told AGB.
The new tour group visa scheme may have an unexpected impact on the hotel and catering industries. This visa aims to facilitate group tours to explore Macau and stay at hotels in Hengqin. Due to significant differences in accommodation and food costs between the two sides of the border, Hengqin hotels may capture some market share from Macau hotels, as well as in the F&B sector.
An insider informed AGB that the policy may stimulate hotel prices in Hengqin. Simultaneously, it will exert pressure on the Macau hotel industry, which is already facing intensifying competition due to increasing inventory.

Several casino industry sources and an investment analyst polled by GGRAsia say they expect Macau to see robust volumes of gamblers and general leisure tourists during mainland China’s five-day holiday starting on Labour Day, May 1.
“Mainland Chinese visitors are still willing to make trips and spend their money,” said Hoffman Ma Ho Man, deputy chairman of Hong Kong-listed Success Universe Group Ltd, an investor in the Ponte 16 casino resort in the city’s Inner Harbour district.
That was despite the fact “the economy in mainland China and Hong Kong is not doing so well,” he added.
A Tuesday note about the business impact of this year’s May holidays, from brokerage Morgan Stanley Asia Ltd, said gross gaming revenue (GGR) for the period, might be “73 to 77 percent of the 2019 level”; with the daily GGR figure this time, likely to be “5 to 10 percent below the 2024 Chinese New Year level”.

The Macau government has introduced a new law on travel agents and tour guides that will prohibit local travel agencies from charging below-cost prices, further cracking down on “zero-fare” tours.
The draft law was announced by the Macau Executive Council on Friday. The law will simplify the licensing process for travel agents, with the Director of the Macao Government Tourism Office (MGTO) being responsible for approving travel agent licenses and relaxing the entry qualifications for technical directors of travel agents. The law will also separate the organization of tours and the ground transportation business of travel agents and refine the responsibilities of travel agents.
One of the objectives of the bill is to prohibit receiving agents from charging below-cost prices and to regulate the promotion and provision of self-financed activities. It is expected that the bill will be effective in combating “zero-fare” or low-cost tours to better protect the rights of tourists.

Businesswoman Pansy Ho has suggested Hong Kong and Macau explore organizing joint multi-stop travel experiences with Chinese culture-themed offerings from mainland cities.
Ho is also a member of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC).
Her suggested initiative aims to leverage the SARs’ positions as global hubs and transit points to boost inbound tourism, as cited in a report by the Global Times.
In recent years, China has focused on the recovery of its inbound tourism market by implementing measures such as easing visa requirements and enhancing travel products.
Additionally, the country has announced the waiver of visa requirements for citizens from six European countries, signaling its commitment to attracting more foreign visitors.
