Macau’s six casino concessionaires have again been exempted from paying complementary income tax on the profits of their gambling operations. The latest exemption covers the period January 1, 2023 to December 31, 2027, according to a Macau government dispatch published on Monday.
The dispatch was signed by Macau’s Chief Executive, Ho Iat Seng, on January 29.
The starting date for exemption coincides with the January 1, 2023 beginning of the operators’ respective new 10-year concessions.

he Chief Executive of Macau, Ho Iat Seng, told the Legislative Assembly on Wednesday that the non-gaming investment programs of Macau’s six concessionaires would not be effective immediately, and appealed to the community to give them time to do so.
During a question-and-answer session on the government’s 2024 Policy Address held at the Macau Legislative Assembly on Wednesday, Councilor Ron Lam asked about the status of the non-gaming investment plans of the concessionaires.
In response, Ho Iat said, “The revitalization of old districts and other non-gaming investment projects of the grantee companies need to be tried and tested.
“The investment programs will not be successful in a few months, the whole program will take up to 10 years.”
The Chief Executive added that each program would require constant adjustments and that many of the investments would be new endeavors.
“Neither the government nor the concessionaires has ever tried these projects before, and if no one has tried them before, we might as well give them a year or two to try them out … concerts, sea tours and so on,” he said.
“Why did [Korean girl group] BLACKPINK come to Macau? Why did the [Hong Kong group] Four Heavenly Kings come to Macau? It’s because concessionaires have to try, and they have to find out which way is more suitable for Macau.
“It’s impossible to make changes in one year, it’s not realistic, so we have to let the grantees try. Madame Curie had to try many times before she succeeded.”
Ho added, “There are not many companies in Macau that can co-ordinate a shopping center, but [the concessionaires] do, and they know what will attract people. As investors, they have to wait and see what happens, and they need time to keep an eye on the market.
“We are now letting them try boldly, because we won’t know the result until we try.”

O Governo da RAEM está “satisfeito” com o “empenho” das concessionárias do jogo no que respeita à intensificação de projectos com elementos sem jogo e revitalização de zonas comunitárias, afirmou Ho Iat Seng no domingo. Em declarações aos jornalistas, à margem da recepção comemorativa do 74º aniversário da Implantação da República Popular da China, o líder da RAEM salientou que, para concretizar as promessas em termos de elementos não jogo incluídas nas candidaturas às actuais licenças do jogo, as seis operadoras têm vindo a participar nos projectos de revitalização das zonas e estado “empenhadas plenamente” no desenvolvimento de convenções e exposições, culturais e artes, eventos de desporto, entre outras áreas sem jogo. Segundo frisou o Chefe do Executivo, os planos recentemente apresentados para zonas comunitárias visam “incentivar as seis empresas a introduzir conceitos de revitalização e fazer uso das suas experiências em tais projectos, de modo a impulsionar o desenvolvimento dos estabelecimentos comerciais existentes, os interesses das partes envolvidas e os arrendatários, como também atrair novos investidores”. Relativamente ao contributo das operadoras de casinos para a captação de mais turistas internacionais, Ho Iat Seng começou por realçar que o número de visitantes oriundos de países do sudeste asiático tem aumentado, aguardando-se ainda o crescimento de turistas da Europa e dos EUA, até agora limitado pelo impacto provocado por factores como as carreiras aéreas internacionais. Reiterando que o Governo está em negociações com companhias aéreas sobre a recuperação de rotas aéreas internacionais de médio e longo curso, o Chefe do Executivo disse acreditar que, a longo prazo, será possível ampliar as fontes de visitantes internacionais.

In response to opinions fearing revitalization plans will destroy old districts, Chief Executive Ho Iat Seng finds these comments “radical,” local media has reported.
On the sidelines of the National Day Reception, the head of the government was asked whether he was satisfied with the proposals on old district revitalization presented by the six casino operators. He said he was satisfied, adding he was aware that each operator has a team focusing on non-gambling operations.
At the same event, he was also asked about his views on social opinions that fear revitalization projects may ultimately become jeopardization projects, which might damage or even destroy existing qualities or elements.
Ho strongly objected to these opinions, according to local media All About Macau, describing them as “radical.” He was cited as suspecting the press of having heard “radical narratives,” while the government sees these projects as revitalization.

Chief Executive Ho Iat Seng has expressed satisfaction with casino operators’ ongoing efforts to develop non-gaming offerings.
Speaking to reporters on the sidelines of a National Day reception on Sunday, the city’s leader confirmed that each of the six casino operators had been fulfilling their contractual pledges under their respective agreements with the government.
The gaming companies had recently announced plans to invest in revitalisation projects for six relatively run-down districts – with the aim of redirecting tourists there to spend money.
In the meantime, they have also gone into overdrive to stage concerts and exhibitions.

Macau gaming operator SJM Resorts, S.A. will collaborate with the government to rejuvenate the district of the city’s main thoroughfare, Avenida Almeida Ribeiro, also known as San Ma Lo, in Cantonese with offerings like the former floating casino Macau Palace, its managing director Daisy Ho Chiu Fung confirmed.
The gaming executive unveiled the plan on a panel of the 10th Global Tourism Economy Forum (GTEF) held in Macau on Friday (today).

Os apoios das concessionárias às Pequenas e Médias Empresas (PME) estão a ser desviados para apoiar os projectos do Governo de revitalização da cidade. A hipótese é colocada pelo deputado Ron Lam, que questiona o facto de quase um ano após a atribuição das novas concessões de jogo, apenas serem conhecidos os planos das concessionárias para financiar projectos do Governo.
No âmbito das novas concessões, as operadoras de jogo são obrigadas a apresentarem um plano sobre as actividades que vão apoiar no ano seguinte, no âmbito das exigências de responsabilidade social. O Executivo de Ho Iat Seng tem evitado tornar esses documentos públicos, sendo a informação inexistente.
No entanto, nas últimas semanas, foi anunciado pela secretária para os Assuntos Sociais e Cultura, Elsie Ao Ieong U, que as concessionárias vão ser responsáveis pelos projectos governativos de revitalização da zona da Barra, Rua da Felicidade, Ponte-Cais nº 23 e 25, no Porto Interior, a zona perto da Avenida de Almeida Ribeiro e Rua de 5 de Outubro, a zona da Fábrica de Panchões Iec Long e ainda a área dos Estaleiros Navais de Lai Chi Vun.

Macao’s six concessionaires have been reminded that they are required to up their investments in non-gaming facilities by 20 percent if gross gaming revenue (GGR) surpasses 180 billion patacas this year.
This remark was made recently by Lei Wai Nong, the finance secretary, according to the Macau Daily Times.
Last month, a local economist predicted that annual GGR would top that threshold. Prof. Davis Fong of the Institute for the Study of Commercial Gaming at the University of Macau said he expected 2023’s figure to fall between 180 to 190 billion patacas – significantly higher than the government’s target of 130 billion.

The Macau government has put forward new requirements for gaming concessionaires in response to its diversification development needs, with a source saying the new mandates are delaying their investment plans.
Various sources confirmed that the negotiations between gaming operators and the government have reached a stalemate, as the Macau authorities have changed their requirements regarding the concessionaires’ investment plans.
According to a source close to various gaming operators, the government has required all gaming operators to submit detailed plans for each investment project, including strong evidence that their projects will promote Macau’s four major industries. These industries include sci-tech research and high-end manufacturing, traditional Chinese medicine, cultural tourism, MICE, and modern finance.

Macau’s Gaming Inspection and Coordination Bureau (DICJ) has confirmed to Inside Asian Gaming that it has the power to change the investment plans of the city’s concessionaires as it sees fit and taking into account what it deems to be socio-economic development needs.
And while concessionaires have already submitted their plans for this year’s investment programs, those plans must now fit in with the government’s own five-year plan, unveiled earlier this month.
Macau’s six concessionaires all submitted their 2023 plans in March, with Chief Executive Ho Iat-seng stating at the time, “The government will make a judgment based on their investment plans and put them into the government’s ‘1+4’ multi-industry development plan.”

The Macau Government has postponed the launch of its adjusted economic diversification plan to September, with a source saying the delay is due to gaming operators’ proposals not meeting the authorities’ requirements. The plan, already delayed, was set to be released in June.

Macau authorities are further placing pressure on gaming operators to highlight non-gaming activities – in particular cultural projects and sporting events – by setting up a mechanism to gather project applications and forward them to the operators.
Announced on July 4th, the Cultural Affairs Bureau notes that the project encompasses a ‘forwarding mechanism for cultural and sports projects’, noting that gaming operators can ‘analyze and respond (to the applications) independently’.
The move comes even as the city awaits to hear the government’s non-gaming diversification agenda – delayed as it evaluated the proposals from Macau’s six gaming concessionaires.
The six operators, under their 10-year gaming licenses which commenced on January 1st, are required to turn in an annual development plan, including a breakdown of expenditure.

Local academics and sports industry representatives have told Inside Asian Gaming that they largely support a new government initiative to establish a “referral mechanism” for sports and cultural projects.
Under the mechanism, cultural organizations, sports organizations, enterprises or individuals can submit their ideas to the Macau SAR Government, with the Cultural Affairs Bureau and Sports Bureau then referring any projects it deems suitable directly to the city’s concessionaires to consider following through.
Speaking with IAG, lecturer at the Centre for Gaming and Tourism Studies at Macao Polytechnic University, Ryan Hong-Wai Ho, said it was difficult for private groups in Macau to have direct contact with the six major integrated resort operators, so this measure would help bridge the gap.
“This is a very good initiative to have government departments collect and refer the relevant projects, which will help accelerate the development of related industries,” he said.

Macau’s concessionaires have been asked to strengthen their security arrangements following a brawl involving eight people that broke out on the main gaming floor of a Cotai casino earlier this week.
Representatives of all six concessionaires met with the Macau Judicial Police (PSP) and the Gaming Inspection and Coordination Bureau (DICJ) on Tuesday where the incident was discussed at length.
While the fight was quickly broken up by security, video footage went viral with PSP Deputy Commissioner Sou Sio Keong noting it reflected poorly on Macau’s image.
“Although the recent fight in the casino was quickly dealt with after police intervention, the incident reflects that there is room for improvement in corporate security and it is necessary to improve the emergency response mechanism in the casino,” he said.

A lei do jogo prevê a redução ou isenção de impostos para as concessionárias que alargarem as fontes dos jogadores, tendo por base as receitas geradas por apostadores estrangeiros. No entanto, a Direcção de Inspecção e Coordenação de Jogos (DICJ) não revelou ao PONTO FINAL a quantidade de receitas brutas geradas por jogadores estrangeiros em Janeiro deste ano nem ao longo dos últimos quatro anos. O organismo regulador disse apenas que cabe às operadoras estabelecer uma base de dados para o efeito, mas não explicou como é que serão fiscalizados os números das concessionárias.

The most recent site visit was on February 4, when André Cheong Weng Chon, Macau’s Secretary for Administration and Justice, accompanied the city’s Executive Council – an advisory body to the government – on a tour of existing non-gaming facilities at Cotai venues respectively run by the six Macau concessionaires. Mr Cheong is also spokesperson for the Executive Council.
